David Lim Jr. out on bail, faces 2 charges

David Lim Jr., businessman and scion of one of the prominent families in Cebu, spent two nights in jail before he was released Thursday, March 23, after posting bail of P144,000. Lim gained local and national attention after a footage of him shooting 33-year-old nurse Ephraim Nuñal four times, hitting the latter twice in the left thigh and right ankle, at dawn last Sunday went viral. "I just want to thank everyone who's been there for me, who supported me, who believed in me and most importantly, who prayed for me all this time," Lim said. "I just want to tell everyone that the truth shall prevail," he added.
The Cebu City Prosecutor's Office downgraded the case of frustrated murder to frustrated homicide around noon upon the recommendation of Assistant Cebu City Prosecutor Maria Theresa Casiño. "It lacks the qualifying circumstance in order to qualify as frustrated murder like treachery. There's no treachery," said Prosecutor Liceria LoFranco-Rabillas. Rabillas also answered Atty. Orlando Salatandre's claim that the processing of his client's case was delayed. Salatandre is Lim's counsel. "It's not true," she said. Sixty-five cases were filed last Tuesday, the day Lim's case was filed, she said. Casiño echoed her sentiment, saying there was no delay. "Those are baseless. The records will show. You have to understand the volume of the cases that our office receives everyday so it's not right that someone would go first if there's an individual who was slated to be the first," she said. Bail was set at P24,000 for frustrated homicide and P120,000 for the illegal possession of ammunition.
Flanked by his lawyers headed by Salatandre and relatives, Lim, in handcuffs, waited as the judges finished their hearings in the Regional Trial Court (RTC) in Qimonda to accommodate him. He was also accompanied by members of the Homicide Section of the Cebu City Police Office (CCPO). RTC Branch 5 Judge Ricky Jones Macabaya handled Lim's frustrated homicide case while RTC Branch 9 Judge Alexander Acosta handled the possession of illegal ammunition case. Last Wednesday night, seven of his alleged bodyguards shooed away media members covering Lim. CCPO Director Joel Doria relieved SPO2 Jonathan Almendras, a police officer who was stationed in the detention cell, after failing to prevent the men from visiting Lim. Visiting hours in the CCPO are between 8 a.m. and 5 p.m. Before his release, Lim shared a detention cell with two gambling suspects in the CCPO stockade caught in the recent One Time Big Time operation. "There's no special treatment. I personally went there to check after receiving the report and relieved one of our officers because he allowed these private individuals to stay near the cell where Lim is detained," Doria said. Salantandre said that even if his client is out on bail, they will still take the defense stand. He promised that the P300,000 bounty for anyone who could produce a complete video footage of the shooting still stands. Lim insisted that a squabble erupted between him and Nuñal, who was with two friends. That prompted him to fire a warning shot. When Nuñal did not back down, he fire another, hitting the latter twice. Special Assistant to the President Christopher Bong Go facilitated his surrender last Tuesday. On the issue on whether Lim could leave the country, Salantandre said that they will seek court clearance as it is his client's right to travel. Police filed a separate case against Tamae Takahashi, Lim's girlfriend and companion during the road encounter. She will face charges for violating Article 275 of the Revised Penal Code, or the abandonment of a helpless person. Superintendent Ryan Devaras, chief of the Investigation and Management Branch of the CCPO, said that their case against Lim is still strong even though it has been downgraded.

VIDEO-Philippines wins silver in Rio 2016 Olympics weight lifting

Hidilyn Diaz ended the country’s 20-year dry spell in the Olympics by snaring the silver medal in the 53-kilogram class of the weightlifting competition at the Riocentro Pavilion 2 here.
Diaz and the handful of Filipinos in the gallery were already celebrating her third-best, bronze-clinching total of 200 kg when China’s erstwhile frontrunner Li Yajun failed in her third and final attempt to lift 126 kg in the clean and jerk and scratched out of the contest.
Li, who actually tied the Olympic record in the snatch, failed in all three tries at 126.
Realizing that Li had bungled it, the three-time Olympian Diaz jumped in joy and raised her arms in triumph.
The country’s first medalist in weightlifting then sought out her coach and top delegation officials.
It did not really matter that Diaz’s total lift was 12 kg lighter than that of the 212 of gold medalist Hsu Shu-ching of Chinese Taipei.
The silver already glittered like gold.
South Korea’s Yoon Jin-hee snared the bronze with a total lift of 199 kg.
“Naramdaman ko ang presence ni God kanina nung bumubuhat ako,” said the 25-year-old Diaz, a native of Zamboanga City.
“I expected to win the bronze going to this competition, na-shock ako nung sinabi sa akin na na-zero yung China.”
The silver medal means a cash windfall for Diaz under the government’s incentive program for medalists in the Olympics. Delegation officials said she stood to pocket at least P5 milllion in bonuses.
Nestor Colonia failed all his three attempts at 154 kg in the clean and jerk and, like the Chinese who yielded a sure gold in Diaz’s weight class, scratched out of the competition won by China’s Long Qingquan in a new Olympic record of 307 kg.
Colonia placed 6th in snatch with a 120 kg lift. SFM

Greece-today began the tax returns-How will be declared this year for the Filipinos the income from their wages

Opened the electronic platform of the General Secretariat of Public Revenue for the submission of declarations and already the first taxpayers submitted their returns this year. Almost 6,000,000 taxpayers will have a time limit of three months as the deadline will last until the end of June, to complete and submit the basic form E1 to the tax return, which has changed little points compared with last year.
In the system already incorporated elements for income from wages and pensions, interest on bank accounts and fees from exercising liberal profession. By today's standards, the tax will be paid in three bi-monthly installments, with the first to be repaid at the end of July, while the other two should be paid to the end of September and the end of November respectively.
However the government's intentions are to extend to six or seven monthly instalments of repayment of taxes in order to facilitate the taxpayers, but also to avoid the accumulation of arrears. But the Treasury refer to reluctance on the part of institutions for changes in the payment calendar of income tax because they believe that you should not keep changing the dates of payment of tax obligations.

How will be declared this year for the Filipinos in Greece the income from their wages

Our Tsismosaonline.com News reporter contacted with the Accounting Office of Maria Ioannidou at D.Plakentias 36 (behind the Hotel President), Near the Metro Station Panormou in Ampelokipous of Athens Greece,Tel 210 6913378 Mob:6977220665 and, asked for more information about the taxes in Greece.
Mr  George Dougkellis the Manager Director told us Twelve major changes in personal income tax brings in 2015, some of which are hidden "traps" additional charges, while others lead to tax cuts.
Seven of these changes will apply from January bring charges, while five related relief and simplified procedures.
Changes related employees, πενσιονερσ, taxpayers with income from rents SMB entrepreneurs, professionals, farmers, breeders, working with "pads", and all those who obtain annual incomes exceeding € 12,000.

Filipinos Employees with documents and permit,
1) decreases from 25% to 10% the proportion of annual income to cover employees  with the value of the evidence received for products purchased and services provided to them. Failure to cover 10% of the income of the evidence "uncovered" amount still taxed at 22%. This change applies to incomes from salaries and pensions acquired and receipts issued in 2014. That is, the new system can meet the threshold more easily and avoid the fine.
For 2015 no longer provided any incentive for evidence.

Filipinos taxpayers with annual incomes over 12,000 euros
2) decreases from 1-1-2015, 30% the "special solidarity levy" imposed on taxpayers with annual incomes over € 12,000.
The "special solidarity levy" will be calculated on income obtained in 2015 with reduced rates from 1% -4% to 0.7% -2.8%. The benefits of this to taxpayers who have annual incomes over € 12,000 will fluctuate on an annual basis:
* From 39 to 60 euros for those who have incomes from 13,000 to 20,000 euros.
* From 126 up to 300 euros for those who have incomes above 20,000 and up to 50,000 euros.
* From 459 up to 900 euros for those with incomes above 50,000 and up to 100,000 euros
* 1,200 euros and more for those with incomes exceeding € 100,000.
These benefits will be, however, felt by many of the specific taxpayers in 2016 when he made the final calculation of charges for the 2015 income However, for employees and pensioners, these cuts will be felt in part, in 12 monthly installments in 2015 through reductions in monthly advances special levy solidarity, performed by deductions.

Filipinos taxpayers with income from rents
For rentals from one removes the additional tax, on the other increase the tax rate by 1%. The results from the simultaneous implementation of these provisions will be, for the vast majority of owners, a few dozen euros benefit.
For example, an owner with an income of 6,000 euros from rents (rent collection EUR 500 per month) will benefit 90 euros from the abolition of additional tax of 1.5% (6,000 x 1.5% = € 90) and charge 60 euro increase the tax rate by 1%, from 10% to 11% (6,000 x 1% = 60 euros). So the end result will be the benefit of EUR 30 per year.

Brussels Attacks Threaten European Integration and Cosmopolitan Democracy

They say timing is everything. And an organization such as the Islamic State of Iraq and al-Sham (ISIS), which has supplanted al Qaeda as the jihadist threat of greatest concern, was surely aware of the meaning “timing is everything” when it decided to strike yet again on European soil Tuesday, killing at least 30 people near the headquarters of the European Union.
The Brussels attacks took place at a time when Europe is deeply divided over the refugee crisis and, more important, as xenophobic and nationalist forces are challenging the principles and values of the European integration project, including the free movement of labor and the Schengen Agreement.
By striking Brussels, ISIS hopes to deepen the suspicion and fear that many European feel over migrants and put extra strain on Europe’s ability to address its economic and political crises.
So, how will Europe respond to the Brussels attacks?
The first outcome could very well be a heated debate over border controls, with the balance of power shifting towards those countries that opted to seal off their borders.
The European Union has indicated that it wants all border controls lifted by the end of 2016, but the latest terrorist attacks on European soil could postpone the decision indefinitely, thereby leading to the automatic unraveling of the European integration project.
The second outcome, following naturally from the first one, would be the further weakening of the stance adopted by German Chancellor Angela Merkel since the start of Europe’s refugee crisis. In fact, Merkel’s “open-door” refugee policy should be already regarded as a thing of the past, and the anti-immigrant Alternative for Germany (AfD) party can expect to see significant gains in the months ahead.
The third outcome could be the strengthening of the national security state throughout Europe, while European governments might be more willing to support a military campaign against ISIS in places like Iraq and Libya.
The fourth outcome could be increased Islamophobia inside Europe, a development which could jeopardize whatever realistic prospects of success are built into the reached agreement between Europe and Turkey for halting the influx of migrants to the continent.
Simply put, many European governments may re-examine the condition of extending a free-visa regime to Turkey in exchange for assistance in solving Europe’s refugee crisis.
The materialization of any of these outcomes will have significant adverse affects and outcomes on European politics and civil society. It would not be far-fetched to say that the latest terrorist attacks may mark the beginning of a new era in European politics whereby nationalism and authoritarianism emerge as the driving forces.
Even so, the country that will bear a disproportionate burden if any of the above outcomes materialize is Greece.
Nearly 50,000 refugees and migrants are already stranded in Greece since the closure of the Balkan borders, while the number of refugees entering the country since a deal was reached between EU and Turkey has gone up.
According to some estimates, the cost of Europe’s refugee crisis may climb as high as 4 billion euros this year for the Greek government. This is an exuberant sum of money for a bankrupt economy with little or no prospects of recovery in the near future.
In sum, the latest jihadist terrorist attacks in Europe have come at a time when the continent is undergoing a truly existential crisis, and, as such, the timing for the attacks was simply perfect.
With this attack, ISIS may have killed not two but several birds with one stone.
It spread fear and suspicion of migrants among European and enhanced the cause of nationalist forces eager to put an end to Europe’s cosmopolitan vision and force a return to the age of closed borders and limited free movement.
Of course, none of the above outcomes need to materialize.
Europe could respond, instead, in a calm and composed manner, but doing so should involve re-examining western policies against nations like Iraq and Libya – crimes that that have been the main source for the rise of monstrous organizations such as ISIS that now threaten Europe and the rest of the western world.
Not a likely scenario, but the only real option for averting the collapse of European integration and a possible clash of civilizations.

Tension Mounts With Disgruntled Migrants in Greece

The number of refugees and migrants in Greece had reached 52,207 on Tuesday with more arriving every day from Turkey illegally. As a result there is tension at the Greece-FYROM border and Piraeus Port.

About 14,000 frustrated refugees at Idomeni — on the Greece-Former Yugoslav Republic of Macedonia border crossing point — live under poor conditions, while waiting for the border to open. Despite the insistence of Greek authorities that the border will never open again, refugees refuse to live in area in the hope that the border would open.

On Tuesday, the situation at the Idomeni tent city was explosive. Hundreds of refugees staged a protest demanding the opening of the border with FYROM and blocked road access to and from the camp. Some pelted stones at members of a non government organization who were trying to distribute food. An NGO left the camp saying that the conditions are not safe to do their work.

Refugees tell to tsismosaonline.com news reportes that the conditions are now intolerable because of complete lack of hygiene and food shortages. Two of them set themselves on fire and were transferred to the hospital in Thessaloniki.

Health Minister Andreas Xanthos visited Idomeni to assess the situation and had discussions with all pertinent organizations. The minister will also visit all migrant hospitality centers in northern Greece.

At Piraeus Port, more than 5,000 refugees and migrants are camping out waiting to be transferred to hospitality centers. The Piraeus Medical Association issued a health hazard warning as the refugees live under squalid conditions.

President of the association Nikos Platanisiotis called on the state to transport the people into organized hospitality centers. He said that as summer is approaching and the heat is rising, health risks are increasing.

Meanwhile, on Lesbos and Chios, refugees protest that the registration centers (hotspots) have turned into closed-end structures after the European Union-Turkey agreement on Friday.

At the same time the United Nations High Commissioner for Refugees expressed in the strongest way the reaction to the content of the EU-Turkey agreement, which it considers illegal.

UNHCR spokeswoman Melissa Fleming announced that UNHCR stopped some activities on the Greek islands because it opposes the new EU-Turkey agreement, namely the conversion of hot spots into closed structures.

However, despite the fact that Turkey agreed to stem the flow of refugees to Greece by blocking people smugglers across its shores, refugees keep arriving on Greek islands on a daily basis. Three days after the EU-Turkey treaty went into effect, and the inflow of migrants remain the same.

Greek authorities search for locations across Greece in order to establish more migrant hospitality centers.
