DENR launches program for Liguasan Marsh

The Department of Environment and Natural Resources (DENR) has launched an area development project for this province to help communities protect the environment and generate income by planting trees.

Environment Secretary Regina Paz Lopez and Gov. Esmael Mangudadatu led the launching of “Sustainable Integrated Area Development (SIAD) in Liguasan Marsh” with other implementing partners.

The SIAD is the DENR’s framework for localizing development, creating social enterprises in the countryside and building mini economic zones to generate employment, livelihood and equitable income-generating activities in the communities.

Lopez said the project will help alleviate poverty in Maguindanao, one of the poorest provinces in the country, by helping local communities make use of their idle resources.

Citing research, Lopez said the Liguasan delta has some 51 percent biodiversity potentials that could boost the Philippines’ recognition globally for having a large number of endemic flora and fauna.

Liguasan Marsh could be a model for development projects in the country, she added.

The project covers the Maguindanao portion of the 280,000-hectare Liguasan Marsh, a catch basin for more than a dozen large rivers in Central Mindanao.

An initial P21 million was awarded to Rajah Buayan town with a Memorandum of Agreement signed for the implementation of the program.

Rajah Buayan Mayor Zamzamin Ampatuan said they plan to make the town the “bamboo capital” of the country. They will start planting bamboo across the 1,000-hectare portion of the delta and plant trees in a two-hectare nursery.

Liguasan Marsh has been isolated from major development projects partly because of the presence of rebels and lawless elements, that roost in the area.

Meanwhile, Assemblyman Khadafi Mangudadatu of Maguindanao’s 2nd District, urged security forces and the Muslim rebels to completely address the security issues for the projects’ sustainability.

The Moro Islamic Liberation Front, which has signed peace agreements with the government, vowed to work with government forces and local government units to address the security problem.

Palace dismisses EU threat

THE Duterte administration on Sunday dismissed the warning of the envoy of the European Union that EU countries could block the entry of Philippine exports if drug-related killings continue.

In support of the Palace’s stance, a Philippine lawmaker called on the 28-nation bloc to stop meddling in Philippine affairs.

Presidential spokesman Ernesto Abella took exception to the statement made by EU Ambassador Franz Jessen that the Philippines’ refusal to meet its commitments to UN human rights agreements could affect trade relations with 28 EU member-states.

Abella noted that no less than the head of the Task Force on Extrajudicial Killings of the Commission on Human Rights, led by Commissioner Gwen Pimentel-Gana, had stated that the spate of extrajudicial killings were not state-sponsored.

“Non-trade accusations, especially if baseless and undeserved, should therefore not be linked with trade programs. Philippine police authorities are conducting legitimate police operations that require observance of operational protocols, and police authorities who breach procedures are answerable to the law,” Abella said in a statement.

The country benefits from the GSP+ (Generalized System of Preferences) scheme with the EU that allows the Philippines and other developing nations to pay less or no duties on their exports to the EU, thus giving crucial access to European markets.

At least 7,000 have been killed since Duterte took over the presidency in June 2016. Of this figure, about 4,000 are deemed drug-related.

Vice President Maria Leonor “Leni” Robredo is heavily opposed to the anti-drug war, telling a United Nations anti-narcotics conference last month that even family members of suspected drug personalities have been arrested or killed.

In October, Korean businessman Jee Ick Joo was murdered by the police after he was nabbed on a fake warrant of arrest for drug charges.

Abella insisted that the war on drugs was aboveboard.

“We assure our friends and allies that the Philippines will respect its international commitments. The President’s war against dangerous drug traffickers intends to protect the innocent which illegal drugs would destroy. The citizens appreciate the long-awaited peace and order under President Duterte,” Abella said.

Abella noted that the Philippine economy was ready for takeoff, considering the $7.9 billion worth of foreign investments that came in 2016, or a jump of 44 percent from the previous year. Investments could still go higher with peace and order, he said.

“We would rather that the European Parliament engage us as partners in nation-building, as the visionary EU business community seems to intend themselves,” Abella said.

A senator on Sunday criticized the EU anew for meddling with the affairs of the Philippines, saying it should try to understand the drug problem in the country.

Senate Majority Leader Vicente Sotto 3rd said the EU has no moral right to question the methods of the Philippine government in dealing with the illegal drug problem, considering that some of its member-nations tolerate drug use.“The European Union has no moral right to interfere in how we handle our illegal drugs problems considering the fact that many of their member-countries allow the use of dangerous drugs,” Sotto said in an interview aired over radio station dzBB.

Sotto said the actions of some EU parliamentarians seemed to show that they were more sympathetic with drugs pushers and addicts killed during legitimate police operations, rather than with the thousands of families affected by the proliferation of illegal drugs.

More than 77,000 families have been affected by crimes involving drugs, such as murder or rape, he said.

“They are only concerned of the picture showing a crying wife of a drug pusher. But how about the families who were affected by that drug pusher?” the senator added.

Senator Sherwin “Win” Gatchalian however said the Philippines should first determine if there was indeed a threat from the EU.

Gatchalian said the government must continue to engage with the EU because Philippine exporters depend on European markets.

The President’s attacks on the EU do not help the situation, and the government must show to EU members the good results of the anti-drug war of the Duterte administration, he said.

“Statistics will show that 81 percent of Filipinos experienced a huge improvement on our peace and order and these are the numbers that matter,” he said.

“We have to take this into account because at the end of the day we are serving the Filipino people and not the European Union,” Gatchalian added.

Discounts for water use of senior citizens granted per household

Section 4 (c) of Republic Act 9994 or the Expanded Senior Citizens Act of 2010 specifically states:

“The grant of a minimum of five percent (5 percent) discount relative to the monthly utilization of water and electricity supplied by the public utilities: Provided, That the individual meters for the foregoing utilities are registered in the name of the senior citizen residing therein: Provided, further, That the monthly consumption does not exceed one hundred kilowatt hours (100 kWh) of electricity and thirty cubic meters (30 m3) of water: Provided, furthermore, That the privilege is granted per household regardless of the number of senior citizens residing therein.”

Based on the above-mentioned provision of law, the grant of five percent (5 percent) discount to the monthly utilization of water is per household and is not based on the number of senior citizens residing in one household. It is also a requirement that the water account (water bill) be registered in the name of the senior citizen applying for discount and that the monthly water consumption should not exceed thirty cubic meters (30 m3), so that the discount will be granted.

Hence, the demand of your father to be granted the ten percent (10 percent) discount based on the number of senior citizens residing in the household has no legal basis. The water district office is actually correct in merely granting the five percent (5 percent) discount as clearly stated in the law.

Palace: Int’l court can’t interfere in PH affairs

Malacañang sees no reason for the International Criminal Court (ICC) to intervene in issues concerning the Philippines, particularly on the country’s fight against illegal drugs.

In a statement, presidential spokesman Ernesto Abella maintained that “no concrete evidence” has shown that the killings of suspected drug personalities in the Philippines were state-sponsored.

“The International Criminal Court (ICC) cannot arbitrarily interfere in the domestic affairs of a sovereign country like the Philippines,” Abella said.

“There is no concrete evidence pointing to crimes against humanity here: such crimes must be widespread and systematically directed against a specific group. This element is absent in the Philippine situation,” he said.

The Palace official added: “The Philippine Senate already absolved the President and there exists no such crime.”

Duterte has repeatedly blasted critics and opponents, including international bodies that have spoken out against his brutal war on drugs, saying he won’t stop until the last drug lord is driven out.

In a television interview, Commission on Human Rights Chairman Jose Luis Martin “Chito” Gascon said the ICC was closely monitoring drug killings in the country.

ICC prosecutor Fatou Bensouda in October 2016 said that “any person in the Philippines who incites or engages in acts of mass violence, including by ordering, requesting, encouraging or contributing, in any other manner, to the commission of crimes within the jurisdiction of the ICC, is potentially liable to prosecution before the Court.”

The Philippines has been a state party to the ICC since November 1, 2011.

On Thursday, President Duterte launched another tirade against the European Union (EU), calling it “f****** s***” for criticizing his bloody war on drugs.

This came after the EU summoned Manila’s envoy to Brussels on Monday to explain “unacceptable” comments made by Duterte last week, in which the President said he would be “very glad” to hang the European Parliament for “interfering” in the affairs of the Philippines.

In remarks during the oath-taking ceremonies for newly appointed government officials in Malacañang, Duterte said the EU had no moral ascendancy to recommend anti-narcotics policies in the Philippines because of its members’ history of colonization.

“I do not go into that kind of rigmarole of many stories. I am straightforward regarding drugs. This EU, son of a b****,” the President said.

“You know if you would ask how I would describe them [EU lawmakers], just tell them the mayor has said, ‘You’re a f****** s***,’” said the former Davao City mayor.

Duterte then lambasted the EU because of how its member-countries had historically subjugated other lands.

“For after all, you are ahead of the industrialization age because you conquered lands. They massacred a lot of people,” the President said.

“We hate you, the EU, for being hypocrites. You are the incongruity of our times,” he added.

The EU had condemned the “many extrajudicial killings” in the country since Duterte launched the fight against narcotics trade.

On Wednesday, Duterte called the EU “crazy” for calling for the immediate release of his leading critic, Sen. Leila de Lima, who is detained on drug-related charges that she claims were trumped-up.

Despite criticisms hurled against him, Duterte maintained that his drug war would be relentless.

He warned drug traders: “I will kill you. I will really kill you. You choose: ambush or sniper? Don’t ruin my country.”

Charge village officials into drugs, DOJ urged

THE Department of Justice (DOJ) can start investigating barangay (village) officials suspected to be involved in the illegal drug trade and file charges against them if evidence warrants, Malacañang said on Wednesday.

In a media interview, Presidential spokesman Ernesto Abella said the DOJ can initiate a probe and charge drug-tainted barangay officials to prevent them from assuming their posts.

“This particular move not to hold barangay elections is precisely what the President has said again and again to make sure that they do not enter into active politics,” Abella told reporters.

“If the DOJ finds that [they are really connected to the drug trade], I think they should initiate their own moves.
They are (an) independent body. They’re under [the executive branch]but I’m sure they can take the initiative. Be proactive about the matter,” he added.

President Rodrigo Duterte earlier claimed that 40 percent of all barangay chairmen in the country are involved in drugs. This prompted him to seek the postponement of the barangay election scheduled in October so that drug-tainted personalities will not reassume their posts.

The President had expressed the desire to appoint barangay heads if the election will not be held.
Speaker Pantaleon Alvarez has supported the move to defer the village elections.

He said a bill can be filed allowing the President to appoint barangay chairmen.

On Monday, Surigao Del Norte Rep. Robert Ace Barbers filed House Bill 5359 seeking to postpone the barangay and Sanggunian Kabataan elections to May 2020.

After 22 years, Hungary opens embassy in PH

Hungary opened its embassy in Bonifacio Global City in Taguig City on Tuesday after 22 years of absence in the country.

Foreign Affairs and Trade Minister Péter Szijjárto led the ceremony and announced that a bank based in their country earmarked $510 million to finance investments in the Philippines.

To mark the event, the two countries inked four bilateral trade and cultural agreements, including the sending of 35 Filipino students to Budapest on a yearly basis.

“We have entered a new era of balanced relationship. In 1991 we opened our embassy here only to close it four years after. We see that as a mistake, after 22 years we want to make up and resume our relationship,” Szijjárto said.

The Hungarian official brought in eight traders from Budapest who are eager to invest in the Philippines. He said that six Filipino businessmen have also signified interest in investing in Hungary.

“The good thing is that Hungary’s Export-Import Bank Plc. (Eximbank) has earmarked $510 million which could be tapped by both Hungarian and Filipino businessmen,” Szijjárto told The Manila Times in an interview.

The minister said that his country was attracted by the 6.8 growth of the Philippines and its more than 100 million population.

He said Hungary is finalizing negotiations on the export of meat products, agricultural machines and technology, as well as water anti-pollutant machines.

The Philippines exports fruits and vegetables to Hungary.

Szijjarto and Trade Secretary Ramon Lopez signed the Philippines-Hungarian Economic Cooperation Agreement that aims to creating a Joint Economic Commission for both sides to serve as a platform to discuss trade,
investments, economic cooperation and other related matters.

“Cooperation activities include exchange of information, participation in trade and investment-related activities and promotion of economic cooperation among institutions,” Lopez said.

The JEC will also promote cooperation in terms of expert services, financial institutions and banking sectors, establishment of joint ventures and facilitation of the participation of micro, small and medium enterprises.
On trade, the Philippines will promote auto parts, processed food, costume jewelry/giftware and personal care products.

In 2016, Hungary ranked as the Philippines’ 40th trading partner. In 2015, the Philippines was Hungary’s 4th import supplier among the Asean Member States (AMS).

Construction body opens one-stop window in Tacloban

THE Construction Industry Authority of the Philippines (CIAP) has opened a one-stop window facility in Tacloban City to cater to the licensing, arbitration and training needs of contractors in Eastern Visayas, and eliminate fixers.

Undersecretary Ruth Castelo of the Department of Trade and Industry (DTI) and DTI Eastern Visayas Director Cynthia Nierras led the opening of the facility on March 20.

“By bringing our services to the regions, we’re enabling our contractors to save incidental expenses incurred in fare and accommodation. Filing will be easier and ultimately, we can reduce red tape and eradicate fixers,” Castelo said in a statement on Monday.

Services offered by the one-top window include construction licensing and registration issued by Philippine Contractors Accreditation Board (PCAB); handling of contract claims, arbitration and mediation of disputes administered by the Construction Industry Arbitration Commission (CIAC); and applications for various training programs under the Construction Manpower Development Foundation (CMDF).

Castelo cited President Rodrigo Duterte’s acknowledgement of construction as a vital industry for development.
“CIAP, the DTI, regional offices and stakeholders are working together to provide our valued Filipino contractors with first-rate services in the comforts of their regions,” Castelo said.

CIAP is an attached agency of the DTI that promotes and regulates the construction industry.

It has five implementing boards, namely: the PCAB, the Philippine Overseas Construction Board, the Philippine Domestic Construction Board, the CIAC and the CMDF.

Pantawid families get rice subsidy

BENEFICIARIES of the government’s conditional cash transfer program have started receiving their P600 monthly rice subsidy, a campaign promise of President Rodrigo Duterte, the Department of Social Welfare and Development (DSWD) said.

More than four million families in the Pantawid Pamilyang Pilipino Program (4Ps) got the rice subsidy on top of their regular health and education cash grants.

The DSWD said a total of P2.58 billion was disbursed for the month of March to cover the rice subsidy.

Only households that have met the 4Ps conditions are entitled to receive the additional P600 benefit, said DSWD Secretary Judy Taguiwalo.

“Following the guidelines, DSWD has already incorporated the rice subsidy within the regular payout schedule of the [4Ps],” she said.

“This means the beneficiaries can expect to regularly receive the rice subsidy along with their health and education grants starting this month,” she added.

The DSWD chief also explained that the rice subsidy covered only the January allocation because the March 4Ps payout was for the period December 2016 to January 2017.

In his first State of the Nation Address in July 2016, Duterte ordered the DSWD to provide rice subsidies to 4Ps beneficiaries to help end hunger.

“The President wants that the poor households are able to eat every day, which is why he initiated the rice subsidy,” Taguiwalo said.

The DSWD said it conducts family development sessions to guide beneficiaries and ensure that the subsidies are used properly.

DSWD initiates free medicine program for poor

The Department of Social Welfare and Development (DSWD) has urged poor families from various regions to avail themselves of its Libreng Gamot Para Sa Masa (Lingap), where free medicines will be given away by the agency.

Metro Manila (NCR), Central Luzon, Western Visayas, Central Visayas and Davao Region can now obtain free medicines under DSWD’s Lingap program.

Lingap is already implemented in selected hospitals in the said regions through the University of the Philippines-Philippine General Hospital for NCR; Jose B. Lingad Memorial Hospital in San Fernando City, Pampanga for Central Luzon; Western Visayas Medical Center in Iloilo City for Western Visayas; Vicente Sotto Memorial Medical Center in Cebu City for Central Visayas; and Southern Philippines Medical Center in Davao City and Davao Regional Hospital in Tagum City, both for the Davao Region.

The DSWD’s free medicine initiatives is a project of President Rodrigo Duterte that provides P1-billion to fund medicine assistance for indigent Filipinos who cannot afford to buy medication.

Some 984 indigent Filipinos from the said regions, as of March 22, have themselves availed of the Lingap program with a total disbursement of more than P8 million, according to the department.

Lingap’s implementation is guided by the department’s Memorandum Circular No. 02, ensuring an orderly and standard utilization of the P1 billion fund by the Duterte administration.

According to Social Welfare Secretary Judy Taguiwalo, the Lingap program is a “very good initiative” that will go a long way in providing assistance for poor families.

“It is most heartbreaking to hear stories of impoverished Filipinos dying because they did not have the money to buy the medicine they needed to prolong their lives,” she said.

“With Lingap, we can help a large number of our [fellow Filipinos]get the medicines they need,” she added.

Under the program guidelines, indigents who are either confined in or receiving out-patient treatment from identified hospitals who are in need of prescription medicines are qualified to become beneficiaries of Lingap.

The program’s priorities are families or individuals who are indigent, vulnerable or disadvantaged; informal sectors and poor based on the DSWD list; those who are in a crisis situation assessed by social workers; government employees and contract of service workers working in the government; and beneficiaries of soldiers and police who were killed or wounded in the line of duty.

DSWD said that those who want to get of free medicine should provide a valid ID. A patient’s representative should also present an ID with a written authorization signed by the patient.

‘Stop impeach moves vs Leni’

This was echoed by Senate President Aquilino Pimentel 3rd, who said on Friday Congress had “other important works” to attend to.

Speaker Pantaleon Alvarez and a group of lawyers, however, were undeterred, and vowed to continue building up an impeachment complaint against Robredo.

The group of lawyers led by Duterte supporter Bruce Rivera accused the Vice President of “betrayal of public trust” for speaking out against the drug war in a six-minute video sent to the UN meeting last week.

In a news conference upon his arrival from a trip to Thailand, Duterte told those attempting to oust Robredo to “lay off” and instead respect the Filipino electorate’s decision to elect her as the country’s vice president.

He said Robredo’s remarks should not be used as basis for her impeachment and that she should be given the right to exercise freedom of speech.

“Look, you know, we just had an election. Guys, lay off. Let’s stop it. You can do other things but do not tinker with the structure of government. I will not countenance it,” Duterte told reporters.

“Elected `yang tao e [She was elected]. So why do you have to [impeach her]? Is it just because she keeps on harping on me? Hayaan mo [Let her be], this is a democracy, freedom of speech. There are no overt acts committed,” he added.

Robredo, a human rights lawyer and a staunch critic of the Duterte administration, alleged in a video message sent to a UN meeting last week that targets of the police in anti-drug operations were often beaten up if they asked for a search warrant.

Alvarez, Duterte’s longtime friend and political ally, earlier threatened to file an impeachment complaint against Robredo for betraying public trust because of the video message.

The President himself is facing an impeachment complaint filed by Magdalo party-list Rep. Gary Alejano over violation of the Constitution, bribery, betrayal of public trust, graft and corruption, and other high crimes.

Speaking before the Filipino community in Thailand on Wednesday night, Duterte made light of his supporters’ claim that Robredo wants to oust him from power.

He joked that perhaps a better alternative is for Robredo to marry him instead.

“Apurado, gusto ako paalisin. ‘Di pa nga ako dumating isang taon dito paalisin mo na ako. Sige, dalaga man siya, sige pakasalan mo ako [In a hurry, she wants me out. I haven’t even reached one year, you want me out. Okay, she’s still young, okay, marry me],” the President said in jest.

“So dalawa na tayo dito, at least hindi ako mawawalan nang ano, bulong nang bulong na lang ako sa iyo [So both of us are here, at least I won’t run out of…I will keep on whispering to you],” he added.

Duterte then asked Robredo to be patient, claiming she has yet to prove herself to the Filipino people.

“Nagmamadali, maghintay ka. Wala ka pang ginawa sa bayan e [You are rushing, you wait. You haven’t done that much yet for the country],” he said.

The President’s statement came just days after he said he “wouldn’t be surprised” if Robredo had a hand in his own impeachment woes.

According to the one who shot that photo they didn’t even notice that thing when were are to take some photo in the I.R building in Rizal High School. Of course after they saw that picture they ran away quickly in that place because of the chills that the image gave to them. Many people shared this photo, many Filipinos claimed that this picture was fake but some people also said that the picture was real.

According to the people who discussed this picture including the two students who posted it on Facebook, they are planning to check again if the image behind them is just a swab. But according to some story, the I.R building in Rizal Highschool was haunted since 1980’s and many people already experienced the horror in that place. The management of that school is planning to bless that place because many students were complaining about the creepy happenings in that building. The old story said that there’s a student who died there because of hazing 20 years ago and the spirit of that student was still there, many graduates and teachers confirmed that case.
