Synopsis: NE Monsoon affecting Northern Luzon.
Forecast: The whole country will experience partly cloudy to cloudy skies with light rains over the regions of Cagayan Valley, Cordillera and Ilocos while isolated rain showers or thunderstorms is expected over Metro Manila and the rest of the country. Moderate to strong winds blowing from the NE will prevail over Luzon and Eastern Visayas and the coastal waters along these areas will be moderate to rough. Elsewhere winds will be light to moderate coming from the NE with slight to moderate seas.
