It's the Davao City mayor's instruction to police and army manning the convoy of medical equipment, vehicles and relief bound for Samar and Leyte who could be waylaid by residents who want to loot the items before they reach the rightful recipients. When interviewed by the press, Duterte clarified that this order was to shoot them...in the foot. Last Nov. 11 Duterte left for Tacloban to personally hand over cash assistance that worth Php 8 million. He said the urgent need of the people in the devastated areas must not be hampered by eventualities like ransacking and looting, but if the looters persist he said that they must be shot. Meanwhile he also said the declaration of National Emergency, not martial law is more appropriate and logical because the government is not dealing with a rebel forces but human misery.
