PNoy had defended and finalizes his decision that the National Government will not offer an apology to HK for the Manila Bus Hostage. A reaction of the president was made due to the resolution passed by the City Council of Manila which gives right to ex pres. and now the mayor Joseph Estrada to deliver personally the apology to HK because of the incident. PNoy said that the fault of one man should not be taken as the fault of the whole nation. Earlier of this month PNoy had met face to face with HK chief executive Leung Chun Ying with the APEC summit in Indonesia which highlighted the PHL gov't deepest and sincerest condolences.
