As Malacanang distanced itself for the apology plan of City of Manila to the Chinese government in HK in crisis that happened in 2010. In recent regional APEC summit in Indonesia , PNoy held talks with HK Leung Chun-Ying about the hostage incident. PNoy however refused to apologize for what happened , attributing it to a difference in culture. Hence he expressed condolences to victim's family and have agreed to send the Justice Secretary Leila De Lima to brief them on the progress and developments of the case.
